The Thales eGovernment scenario relies on an eGovernment application which is proprietary to the French government and designed for the public sector. This kind of application addresses potentially millions of users, from ministry agents to citizen users who can access the service directly from the Internet. RESERVOIR demonstrates how Cloud Computing can enable such an eGovernment application by providing a flexible and adaptable architecture. This use case sheds light on special requirements about security. But also an automation of the landscape maintenance is of high value to this use case, as this is a critical and time consuming task for eGovernment solutions. Furthermore in instances of an unpredictable or even a predicted peak load, inflexible deployment leads to performance degradation or even service unavailability for the user. The use case brought in by Sun/Oracle Microsystems around the Sun/Oracle Grid engine is in the area of utility computing. Existing approaches today fall short of being flexible and secure enough. With current Utility computing environments it is not possible, or only within narrow limitations, to deploy scalable high performance computing environments instead of fixed sized grids. The focus areas of this use case are therefore installation and management of Utility Computing Resources and of a virtualised shared resource pool. This use case is defined from the perspective of the end-user, the enterprise system administrator and the Utility Computing service provider.
